Florida Statute Changes

Changes in Florida Statute have affected the way Volusia County can perform permit application reviews. These changes limit our ability to perform simultaneous reviews of environmental and zoning criteria with criteria for the Florida Building Code and limit our ability to request additional information to evaluate applications. This will result in longer time frames to review applications and could result in a denial of permit applications if applicants fail to provide the requested information within applicable time frames, unless the applicant waives these limitations in writing.

Beginning Tuesday, September 12, 2023, waivers will be required with building permit applications for residential or commercial structures if applicants wish to allow for simultaneous environmental/zoning and building review and to waive the limitations on requests for information. Waivers must be submitted at the time of application.

Persons who do not request concurrent review or who do not sign the waiver must obtain environmental and zoning approval prior to the County accepting an application for a building permit.
